Village of Winslow

Village Board Meeting

 

 

 

The Winslow Village Board met in regular session on Wednesday, April 7, 2004 at 7:00 PM. at the Village Hall.  The meeting was called to order by President Croup.  The roll call went as follows:

Members Present:            Mrs. Graham, Mr. Hastings, Mrs. McPhillips, Ms. Hook, Mr. Croup, Mr. Diffenderfer, Mrs. Stark, Mrs. Wire

 Present:            Jerry Adams, Dennis Bunker, Dale Spinhirne, Andy Youtzy, Penny Gilbertson, Kevin Gille, Dan Campbell

 

            A motion was made by Mrs. Mc Phillips and seconded by Mr. Diffenderfer.  All were in favor.  Motion carried.   

 

            A motion was made by Mrs. Mc Phillips and seconded by Mrs. Wire to approve the financial report.  All were in favor.  Motion carried.

 

AUDIENCE PARTICIPATION:

 

                Ms. Gilbertson wants to apply for a liquor license.  The question was raised as to whether there is a requirement for an agent who resides in the limits of Winslow.  Ms. Gilbertson changed the application and added an agent.   The fee would be pro rated as they plan to open on May 7th.  They understand that they will have to re-apply for a liquor license in May for re-issue in July.    License was approved.

 

            Mr. Adams advised that we have registered 54 bicycles in the village.  Mrs. Mc Phillips mentioned that someone had complained that an out of town bicycle was confiscated.  Mr. Croup said that the Assistant States Attorney agreed that the Village was within its rights.  A question came up whether a visitor would have to register their bike.    

               

 

STREETS, ALLEYS, BRIDGES AND SIDEWALKS:

 

            Sidewalk letter needs to go out to residents now. 

 

            Protection pipe by Boco.  We need to get it fixed.  Mr. Hastings will talk to Tony and get information.

 

            446 Hubbard Street.  The approach has been deteriorating and needs repair.  This has been addressed.  A few ideas were discussed but nothing has been decided.

 

            Patchwork on Bridge Street has been patched, but needs more work.  There is also another area by Mr. Diffenderfer’s where it’s soft on the shoulder. 

 

 

PUBLIC PROPERTY, WATER AND SEWER:

 

            There was a connection to the main that caused a leak by Mitek.  A new clamp was replaced. 

 

            Mr. Mason sent quotes on the replacement of the blower intake piping.  He suggests that we go with Mechanical even though they are higher as it will save us in the long run.  He recommended that the 4” will be better.  Mrs. Mc Phillips motioned and Mrs. Graham seconded that we accept the bid from Mechanical for the amount of $1,985.00.  Roll call was made.  All were in favor.  Motion carried.

 

HEALTH, WELFARE AND POLICE:

            No update on 705 Taylor. 

           

 

FINANCE AND APPROPRIATIONS:

 

            Budget meeting will be in May.

 

PERMITS AND LICENSE:

 

            Mrs. Graham would like three metal signs for Paradise Cove.  They are willing to pay for them, but want to go through the Village.  They would like permission.  Mr. Croup stated that signs would probably be expensive.  He mentioned that we could laminate some signs and it would be less costly.

 

            August 7th we were asked about a 25th Anniversary at the park and they would like to know if they can have beer in the park.              Mrs. Mc Phillips made a motion and Mrs. Wire seconded that Mr. Hastings check to see if we have liability insurance for the Paradise Cove Shelter before we can approve their use of liquor.

                                   

OTHER BUSINESS:

 

            Neighborhood Watch is up and running.  Improvements have been made.  April 13th meeting at 7 PM is coming up for Board and Park District Meeting regarding bike ramp. 

 

            A question was raised on where the estimates were for repairing the tractor.  There were two quotes: Chris Yeagle and Stamm.  Stamm’s quote is lower but he cannot get it done until fall.  Mr. Diffenderfer will call Stamm to see what can be done. 

 

            Hydrant problem came up.  Mr. Bunker has a man from Fehr Graham coming up to take a tour of the hydrants, etc. 

 

            There are two lights that keep going on and off in the streets.  It has been reported several times to Commonwealth Edison, but nothing has been done yet.

 

            A motion was made by Mrs. Mc Phillips and seconded by Mrs. Mrs. Graham to approve the bills.  Roll call was made.  All were in favor.  Motion carried.

 

Mr. Croup adjourned the meeting at 9:25 PM.
