Village Board Meeting
The Winslow Village Board met in regular session on

A motion was made by Mrs. Mc
Phillips and seconded by Mrs. Graham to approve the minutes of the meeting on
July 2nd as submitted/amended.
All were in favor. Motion
carried.
A motion was made by Mrs. Wire and
seconded by Mrs. Stark to approve the treasurer’s report. All were in favor. Motion carried.
Mrs. Wire is having trouble getting people involved in becoming a non profit organization put together for the TIF project. Mr. Croup has some people working on Mr. Crosby. There will be an informational meeting with Fehr Graham Wednesday concerning grant money for the infrastructure. To be considered, some changes are required.

Mr. Croup will be contacting Mr. Ammon to see if we can use development money.
Mr.
Diffenderfer arrived at
Mr. Broge
mentioned that he spent a lot of time working on the
Mr. Broge also said that the parking in front should be level with the other parking stalls. Right now the stalls are close to the building and pose a problem. The committee will look into this and get back with recommendations.
Tracy Canon wanted to clarify the County (Village?) Ordinance that is being considered in Winslow regarding animals. If passed, the two horses they have will be allowed to remain under the Grandfather clause. However, they cannot replace a horse once it’s gone.

Mrs. Broge stated that a Flea Market will be at the Museum during River Days and welcomed all to come.
STREETS, ALLEYS, BRIDGES AND
SIDEWALKS:
Mrs. Stark met with Mr. Hastings:
1.
Bridge on
a.
Inspection was
performed last in November 2001. Mr.
Hastings contacted Fehr Graham and found out that the
bridge must be inspected every two years.
b.
If the bridge
needs replacing, the tube method is being considered at a cost of $60,000 with
Motor Fuel taxes paying for the project. Trying to contact Paul Hartman,
Savanna City Engineer, for additional information.
c.
Mr. Steve
Solace informed us that bridge should be rated at 73,280#. The bridge on

Sidewalks:
Many
of the sidewalks in Winslow are in need of repair. Recommend that letter be sent to all property
owners in the village that will read:
“Due
to public safety, the Village is willing to reimburse for half of sidewalk
repair, which runs parallel with the street.
All requests for the money must be made prior to the work being
started. The work must be done per the
Village Code ____, Please submit the request in writing to Bonnie Stark, Street
Chairman,
Mrs.
Mc Phillips recommended that there be a dollar value mentioned in the letter to
the residents. Mrs. Stark will get
information regarding what was charged for the last repairs.

Streets:
Mrs.
Stark mentioned that there are holes on
PUBLIC PROPERTY, WATER AND SEWER:
Mr. Krahmer
said that his property had been zoned industrial quite a few years ago. According to the zoning maps, this property
could not have been zoned industrial.
All the property around it are residential.
We have an opening for the position
of Zoning Commissioner. Mr. Langguth can
no longer handle the position due to his wife’s health. Mr. Croup mentioned that maybe a local
contractor would be willing. He will
contact some. At this time, a Building
Permit is needed for a deck at the Mulder’s Just a
Little Farm. The Board decided that this
should not pose a problem and a permit would be granted.
HEALTH, WELFARE AND POLICE:
Mr. Visel said he had just had a
situation over by the bike ramp. He was
questioning what we were going to do. Do
we want to sanction or what?
Ron Pina
was very concerned that the Village would tear down the bike ramps. He has a son and several other boys who are
working the path to become professional racers and he’d like to see that the
ramps stay. He also promised that if the
Village keeps it, he would set some rules and regulations regarding protection,
etc. He wants to work at this with the
Village to see that it stays.
Are we covered by insurance? Mr. Hastings will look into the liability
and check cost. He will also check other
communities to see what their liability has been.
There was some conversation as to
whether the Village would consider putting this bike track in the Park.
Mr. Visel has a bid for the computer
system, but would like to get a few more quotes. At present, the bid was for about $1500.
FINANCE AND APPROPRIATIONS:
Mr. Croup had some information
regarding the tax imposed on communities by Governor Blagojevich. According to Mr. Sacia,
this tax bill was given to them at the 11th hour. It was the feeling among most of the attendants

Wire to approve the bills as follows:
General
Fund - $5,546.59, Econ Development - $36.94, Water and Sewer Fund - $1,693.68,
WW-SS Bond Reserve Fund - $1,619.18 for a total of $8,896.39.

PERMITS AND LICENSE:
Nothing at this time
OTHER BUSINESS:
Mr. Croup mentioned that we needed
more water bills that are sent out to customers. It was agreed that we should purchase 1000 at this time.
