Village of Winslow
Village Board Meeting
The Winslow Village Board met in regular session on
Wednesday, August 11, 2004 at 7:00 PM. at the Village Hall. The meeting was called to order by President
Croup. The roll call went as follows:
Members Present: Mrs.
Graham, Mr. Hastings, Mrs. Mc Phillips, Mr. Croup, Mr. Diffenderfer (entered
7:20 PM), Mrs. Stark.
Members Absent: Mrs.
Wire
Others Present: Andy
Youtzy, Jerry Adams, Alan Moffet, Dennis Bunker, Dawn Sweeney, Alan Broge.
A motion was made by Mrs. McPhillips
and seconded by Mr. Hastings to approve the minutes of the meeting on as
amended. (Kate Wire was mentioned twice in a motion procedure… changed to once)
All were in favor. Motion carried.
A motion was made by Mr. Hastings and seconded by Mrs. McPhillips to approve the financial report. All were in favor. Motion carried.
Alan Moffat: House
at 409 Hubbard must come down. Is
willing to purchase and remove. His phone number is: (319) 277-1428. Called him on Sept. 1st and informed him that in a
conversation held with Craig today, that he would be willing to sell the
property for cash in hand. Got answering machine and left a message with my
contact numbers.
He is going
to his attorney to get suit against both Craig Campbell and the Village of
Winslow for allowing the condition of the property to exist as is.
Jerry Adams: 705
Taylor is inhabited. Lights have been on in the a.m. Bicycle Safety Program was very successful.
Gave out 7 helmets, much door prize.
Denny Bunker, asking for vacation pay. Let it be shown in
these minutes that: This vacation pay is to cover vacation time not taken for
the 2003/2004 year.
STREETS, ALLEYS, BRIDGES AND
SIDEWALKS:
Bonnie
talked to Cox and got bid for Taylor St.
Bridge Street (talked to
Rich Daughenbaugh) about patching.
Streets,
Mike turns in bill for downtown patching.
Put
into the minutes… Mrs. McPhillips motions to pay (see listing) sidewalk
repairs.
Seconded
by Brian Diffenderfer. Roll call is taken. All approved. Motion carries.
Look
into IDOT contacts and get them connected to Bonnie Stark.
Denny
is using maintenance record books and needs to get tailgate fixed (broken pivot
pin), lights need attention.
Brian
points out new snow removal blade is needed. What about used vehicle as opposed
to fix. Truck is 1990 Chevrolet.
Al
Broge suggests checking with the State Motor Pool. (IDOT) Bonnie is to look
into this.
PUBLIC PROPERTY, WATER AND SEWER:
New
switch for generator was installed.
Needs
to receive delinquent water bill reporting every month (B Stark)
HEALTH, WELFARE AND POLICE:
Brian
talked with and Stephenson County Sheriff’s deputies will be increasing their
patrols in Winslow.
FINANCE AND APPROPRIATIONS:
Nothing
to report at this time
PERMITS AND LICENSE:
Nothing
to report at this time
OTHER BUSINESS:
Keep
looking for replacement for Dawn. She will hang with us on a month to month
basis.
Have
George McPhillips check out heating system.
Brian
wants to know if he can store antique fire truck now used as a rescue truck in
the Paradise Cove building. All agreed
Look
up possible repeal of NDES fees for municipalities under 5000 population.
It was moved by Mrs. McPhillips and
seconded by Brian to retain Steven Cox as Village Attorney Roll call unanimous.
Look
into figure for Jeff Meyer payment? Bonnie can’t remember particulars
A motion was made by Mrs. McPhillips
and seconded by Brian Diffenderfer to
approve the bills. Roll call was
taken. Motion carried.
All
approved with exception of one nay – Robert Hastings
Mr. Croup adjourned the meeting at 9:38 PM.
