Village of Winslow

Village Board Meeting

 

 

 

The Winslow Village Board met in regular session on Wednesday, January 7, 2003 at 7:00 PM. at the Village Hall.  The meeting was called to order by President Croup.  The roll call went as follows:

Members Present:                Mrs. Graham, Mr. Hastings, Mrs. McPhillips,  Ms. Hook,  Mr. Croup, Mr. Diffenderfer, Mrs. Stark , Mrs. Wire

Others Present:                     Mark Tietsort, Lori Hook, Darla Cobb, Jerry Adams, Dennis Bunker, Marlin Mason, Dale Spinhirne, Nancy Boeck

 

            A motion was made by Mrs. Stark and seconded by Mrs. Graham to approve the minutes of the meeting on December 3rd  as submitted/amended.  All were in favor.  Motion carried.   

 

            A motion was made by Mr. Diffenderfer and seconded by Mrs. Graham to approve the financial reports with the exception that the copy machine and supplies should not be under office supplies but under Police Protection.  All were in favor.  Motion carried.

 

AUDIENCE PARTICIPATION:

 

            An observation was made by Lori Hook that some of the kids were not wearing helmets.  Mr. Visel  said that they did not have to have one.  The new ordinance stipulates that children under 16 have to have a helmet.    Per Mr. Visel he has not talked with anyone at this point.  He was actually waiting for the notice to come back from the lawyer’s office.

 

            Mrs. Spinhirne has an issue with the turn around.  There have been too many cars in the turn around and no one can get in or out.  Something should be done because the mail cannot be delivered or snow cannot be removed.  There is enough room for 2 vehicles.  A suggestion was made by Brian Diffenderfer to make room for one parking spot and the rest is no parking.  Per Mr. Visel we should set up an ordinance. A meeting was scheduled for January 28th at 7:00. 

 

                Mr. Adams wanted to know what to do when he asks someone to move their vehicle when snow plowing.  Mr. Visel gave Mr. Adams some courtesy notices to use.  Towing can be done by Jim’s Standard.

 

            Marlin Mason mentioned that Precision found that the run clock was not running.  They are in the process of trying to find a new clock.  The generator is working but does not do it’s timed exercises.  Once the clock is put in it should run.

 

            He would like to spend $150 to get the reports approved through the state and put on disk so we can run them on the computer.  Mrs. McPhillips motioned and Mr. Hastings seconded to get the software for the reports.  Roll call was made.  All approved.  Motion carried.

 

            Mr. Croup emailed ordinance to Mr. Mason for review.  He said that he did not see any problem with it.

 

STREETS, ALLEYS, BRIDGES AND SIDEWALKS:

 

            Per Mrs. Stark, Mr. Adams had to plow one time, total of 3 hours.

 

            Did not find any information on the water fountain.  Mr. Croup got some information but thought it was a waste of time - $1000. 

 

PUBLIC PROPERTY, WATER AND SEWER:

 

            Nothing to date.

 

HEALTH, WELFARE AND POLICE:

 

            Christmas Night Mr. Diffenderfer was called to 705 Taylor Street.  Seems kids are making a hang out at this property.  He has made several calls to the owner with no response.  Mr. Croup will be faxing Mr. Zaleski to get a court order.  It’s been noted that they have been over by lumber yard as well.

 

            Computer has been purchased .

 

FINANCE AND APPROPRIATIONS:

 

            John Schubert brought the fiscal report on the TIF to her (Mrs. McPhillips’) for signature.

 

PERMITS AND LICENSE:

 

            License ordinance has been typed up. 

 

            Friday night came to her (Rosemary Graham’s) door to sell meat.  Do we want them to get a permit?

                                   

OTHER BUSINESS:

 

            Old – Mr. Croup working on ordinance updates.

                      Getting the numbers together for the Winslow TIF Business Plan

                     Meeting with Chad Tempel regarding YMCA for kids

                     Update on software – PC Mars will not update.  To buy new is $250.  To

     upgrade is $120. 

 

            New -  Bridge in Martintown will be out starting January 12th. 

                       Ice skating rink will be done this weekend.    Mrs. Stark motioned and Mrs.

     Graham seconded to let the Winslow Township Board use the Winslow

     water for the rink.  All were in favor.  Motion carried.

                        We now have the new computers, copy machine and fax-answer machine.

                        The Community Center needed someone to clean it.  The Board Members

     were contacted and it was approved to let Lana Croup clean.  It  will be

     paid from the community center.

Paradise Cove will have a meeting to discuss about having someone do the

    Flower garden.  We also put a motion light over there.

 

 

 

            A motion was made by Mrs. Mc Phillips and seconded by Mrs. Wire to approve bills including the $5500 for Bliss McKnight and reserving the bill to Monroe Clinic for the workman’s comp claim pending telephone conversation with the insurance agent, Jeff Meyer.  Roll call was made.  All were in favor.  Motion carried.

 

Mr. Croup adjourned the meeting at 9:05 PM.
