Village Board Meeting

 

 

 

The Winslow Village Board met in regular session on Wednesday, March 3, 2004, at 7:00 PM. at the Village Hall.  The meeting was called to order by President Croup.  The roll call went as follows:

Members Present:            Mrs. Graham, Ms. Hook, Mr. Croup, Mrs. McPhillips, Mrs. Wire

                                                Mr. Hastings

Members Absent:            Mr. Diffenderfer, Mrs. Stark

Others Present:                    Dawn Sweeney, Jerry Adams, Don Visel,

                                                Andy Youtzy, Marlin Mason, George Mc Phillips

 

            A motion was made by Mrs. McPhillips and seconded by Mrs. Graham to approve the minutes of the meeting of February 4th as submitted.  All were in favor.  Motion carried.

 

A motion was made by Mrs. McPhillips and seconded by Mrs. Graham to approve the financial report for the month of February as submitted.  All were in favor.  Motion carried.

 

           

AUDIENCE PARTICIPATION:

               

 Marlin Mason says that we may be reimbursed for the fees we paid to government for sludge permit.  Until we have to do something for the sludge, we have been advised to hold off paying the second portion pending the repeal session through the government regarding the operating and sludge permits

 

February 24th was EPA inspection.  The only comment she made was that the sludge permit had expired.  The new operating permit coming up next year will have an ammonia test requirement.  Mr. Mason’s observation is that we get a lagoon system as it will be costly to become compliant with the present system. The system we have now is 29 years old and he does not feel that we should put a lot of money into it.

 

On the air piping for the blowers, a suggestion was said to not use plastic.  Other bids are coming in.   

 

Mr. Mason & Mr. Hastings discussed getting stone for the area that is being flooded near the sewer plant.

 

George Mc Phillips had some information on the Ivey Pond Project but will wait until next meeting as there are some people missing.

 

Jerry Adams said some people have been complaining about some truckers who are using their “Jake brakes” and being noisy almost every day. 

 

 

 

 

 

STREETS, ALLEYS, BRIDGES AND SIDEWALKS:

 

Mrs. Mc Phillips has asked to table the conversation on the turn-around as things have calmed down at this time.  

 

PUBLIC PROPERTY, WATER AND SEWER:

 

Leslie Mastroianni is now with Fehr Graham.  Mr. Croup suggested that the committees get together and discuss the Grant process on funding.

 

Tractor repair – another bid came in.  Denny should get info to us.

 

House on Taylor Street.  Mr. Croup not able to communicate with the attorney at this time.

 

We need candidates for Housing Administrator. Any suggestions?  None from the board.  Mr. Croup asked for suggestions from Mrs. Spinhirne and she suggested a fee be charged. 

 

We have someone who is interested in becoming Zoning Administrator.  Jerry Adams has received a copy of the Illinois Zoning Handbook and our Village Zoning Code and is willing to be the Zoning Administrator.  Mr. Croup would like to appoint him.  Based on this Jerry Adams has been appointed. 

 

Those who have contacted builders regarding the TIF area, please contact them and see how ready they will be to build.  Have them contact Mr. Croup or get their names and addresses along with phone so he can contact them.

   

The Leamon’s Funeral Home had a broken pipe and their water bill was huge.  Mr. Hastings made a motion and was seconded by Mrs. Graham that we send them a bill for $75 with an explanation as to why.  All approved.  Motion carried.

 

It has been moved and seconded that we get service from Sauders Septic for Paradise Cove.  

HEALTH, WELFARE AND POLICE:

 

Per Don Visel, police – all good.  Damage to park – someone got stuck and did damage.  Ordinance book is pretty much done for what he had.  Mr. Croup will be meeting with some of Board of Directors to get the remainder done this month.

 

FINANCE AND APPROPRIATIONS:

 

FASB report needs to be started now.

 

PERMITS AND LICENSE:

 

None at this time

                       

OTHER BUSINESS:

 

 

A motion was made by Mrs. Mc Phillips and seconded by Mr. Hastings to approve the bills as follows:

General Fund - $3,290.74, Econ Development - $36.94, Water and Sewer Fund - $6,805.94, WW-SS Bond Reserve Fund - $1,619.18 for a total of $ 11,752.80

Roll call went as follows:

Yea:            Mrs. Graham, Mr. Hastings, Mrs. Mc Phillips, Mrs. Wire

Nay:  None

All were in favor.  Motion carried.
