Village of Winslow
Village Board Meeting
The Winslow Village Board met in regular session on Wednesday, March 9, 2005 , at 7:00 PM. at the Village Hall. The meeting was called to order by Mr.Croup. The roll call went as follows:
Members Present: Mrs.
Graham, Mr. Hastings, Ms. Hook, Mrs. Stark, Mrs. Wire, Mrs. Mc Phillips, Mr.
Diffenderfer, Mrs. Stark
Present: Denny Bunker, Andy Youtzy, Joe
Ginger, Lee Butler, Steve Solace, Don Visel
A motion was made by Mrs. Mc
Phillips and seconded by Mrs. Graham to approve the minutes of the last
meeting. All were in favor. Motion carried.
A motion was made by Mrs. Wire and seconded by Mr. Diffenderfer to approve the financial report. All were in favor. Motion carried.
Lee Butler and Joe
Ginger are from Paddlethepec.com. They
feel the Pec is underutilized and would like to get more launch sites. They are creating road maps so that the Pec
will be attainable. Right now they have
2 restaurants listed. They would like
someone to schedule canoe trips from the Pec down to Brewster’s landing, a
total of about 58 miles. They are also
looking for camping facilities so they can camp out along the way.
On April 24th there will be a launch on Brewster
landing for Mc Connell to kick it off.
They plan to have breakfast at Davey’s and maybe have lunch at Mc
Connell.
They also want to make a water trail
for the Pec but they are awaiting state approval.
A youth group called Youth Helping
Others was formed by one of the churches here.
The church will be closing and they are looking for somewhere to have
these meetings. Right now the meetings
are on Thursday. They would like to
meet at the Community Center. The 4-H
will also be looking for a facility.
They do not have the money to pay for the center. Could we waive the fee. Mr. Wire made a motion to have Youth Helping
Others and the 4-H use the community building with a waived fee on available
Thursday evenings. It was seconded by
Mr. Diffenderfer. All were in
favor. Motion carried.
Mr. Solace was asking what we were
going to do with the old snow plow.
Mrs. Mc Phillips made a motion and Mr. Hastings seconded it that we
donate the old snowplow to the Winslow township. All were in favor. Motion
carried.
Is the Village doing anything with
the ATV’s that are running around here.
They are running north of Winslow and the people have to file
complaints.
They are looking at cleaning up
yards for people this spring.
Fundraisers are an option for raising money.
Regarding the basement, Mike Schoger
got material for repair of the basement.
He has rigid foam and treated wood that he charged to Spahn &
Rose. He said it would be around $50
labor to do it. A motion was made by
Mr. Diffenderfer and seconded by Mrs. Stark that we have Mr. Schoger patch the
window wells in the basement for the labor amount of $50.00. Roll call was made. All were in favor. Motion carried.
STREETS, ALLEYS, BRIDGES AND
SIDEWALKS:
Our brand new plow came in. It is now on the truck waiting for snow.
Do we need to get the lawn mowers
ready for spring and summer. The only
thing to do is change oil, etc.
Taylor Street project should be
worked on again and the need for the resolution.
Do we want to continue the sidewalk
project?
Some complaints are being heard on
garbage in garages.
We have a possible noise issue with
a Reefer parked on the weekend over by the funeral home. If we fix Taylor Street the big rigs would
pose a problem.
There is a problem again with the
recycling trucks coming too early. Mr.Diffenderfer will call the Garbage
Company again.
PUBLIC PROPERTY, WATER AND SEWER:
Marlin said that we do have an
operators licence (discharge permit).
HEALTH, WELFARE AND POLICE:
Had a bunch of laft on the road lately, but it has been
cleared. A ticket was issued.
Repair money came in from Casey
Solace on the hydrant.
FINANCE AND APPROPRIATIONS:
We cannot use economic development
money for TIF.
Fair Housing Ordinance was passed
out at a prior meeting. This ordinance
has to be in place before some grants can be issued. A motion was made by Mrs. Wire and seconded by Mrs. Mc Phillips
to adopt Winslow’s Fair Housing Ordinance #05-82. All were in favor. Motion
carried.
It’s that time of year again where
sign a contract with O’Connor and Brooks.
Approximate price is $4725.00.
Includes $925 for TIF and $250 for annual financial report to the
state. A motion was made by Mrs.
McPhillips and seconded by Mrs. Graham to use O’Connor and Brooks as our
auditors for the year 2005. Roll call was made. All were in favor. Motion
carried.
PERMITS AND LICENSE:
Nothing. Applications have to go out for liquor licenses.
OTHER BUSINESS:
New trustees will be sworn in in May
A motion was made by Mrs. Mc
Phillips and seconded by Mrs. Graham to approve the bills. Roll call was made. All were in favor. Motion carried.
Mr. Croup is currently doing Housing
Refurbishment. He would like to see
someone else do it. Mrs. Mastroianni
would like to do it. She had estimated
about $125. A motion was made by Mrs.
Mc Phillips and seconded by Mrs. Wire to allow Leslie Mastroianni to
administrate the Housing Refurbishing loans if she agrees to a fee of $125 per
loan. Roll call was made. All were in favor. Motion carried.
Mr. Croup adjourned the meeting at 9:45 PM.
