Village Board Meeting

 

 

 

The Winslow Village Board met in regular session on Wednesday, March 8, 2006,  at 7:00 PM. at the Village Hall.  The meeting was called to order by Mr.Croup.  The roll call went as follows:

Members Present:            Mr. Hastings, Ms. Hook, Mrs. Mc Phillips, Mr. Diffenderfer, Mrs. Wire

 Present:            Jerry Adams, Randy Marks, Ken Nesemeier, Jeannie Mueller, Marlin Mason

 

            A motion was made by Mrs. Mc Phillips and seconded by Mr. Diffenderfer to approve the minutes of the last meeting.  All were in favor.  Motion carried.   

 

            A motion was made by Mrs. Mc Phillips and seconded by Mr. Hastings to approve the financial report.  All were in favor.  Motion carried.

 

AUDIENCE PARTICIPATION:

 

            Randy Marks found a bag of garbage in our dumpster last week.  He also found two bags this week. 

 

            There are no tools to speak of so Mr. Marks would like to buy some tools, etc for his general maintenance functions.           He would also like to purchase oil, etc. for oil changes.  A discussion of what funds should be given him.   A motion was made by Mrs Wire and seconded by Mrs Mc Phillips to utilize a sum of $250 for initial purchases.  Roll call was made.  All were in favor.  Motion carried.

 

            Truck could use tires and a tailpipe.  There is no registration in the truck.

 

            The water fountain is broken.  Do we want to replace it or tear it down?  Mrs. Wire will get quotes on a new fountain.

 

            The bottom of the trash can by Boco fell out.  He will replace it. 

 

            Mr. Adams asked about the Zoning Administrator salary.  It has not been another year. 

 

            Mr. Adams also stated that the sidewalk where the water main was dug up is ready to cave in.  Mr. Marks will be looking into it.

 

            Mr. Croup stated that we need to look for a new director for the vacated position of Mr. Marks.   Mr. Diffenderfer made a motion and Mrs. Wire seconded the motion that Jeannie Mueller take the seat that was vacated by Mr. Marks.  Ayes have it.  There was one nay.  Mrs. Mueller accepted the position.

 

            A question was raised about Mrs. Coldiron and her absences.  All indications were in the last meeting she attended that she was going to Florida for three months.  She had promised to give us her email and address and wanted to be kept apprised.  However, no one received any information.  Mr. Croup will email her at the old address and see what is going on.

 

            Mr. Mason stated that there is a valve that won’t shut off.  The engineer said not to do anything yet as the project that is coming up and it will be included on the water system repairs.

 

 

 

STREETS, ALLEYS, BRIDGES AND SIDEWALKS:

 

           

PUBLIC PROPERTY, WATER AND SEWER:

 

 

 

HEALTH, WELFARE AND POLICE:

 

            There is a rooster that is causing noise problems.     

 

FINANCE AND APPROPRIATIONS:

 

            Mrs. McPhillips called Kathleen Orr.  Kathleen Orr will be available for a special meeting on the TIF on March 14th at 4:30 at the Community Building.  A posting will be done.

 

            Mr. Lockett would like to get all the personal assets that were held for the mortgage that was paid.

OTHER BUSINESS:

 

             

            Dennis Bunker has made a request for unemployment.  There is a telephone appeal and someone will have to call them on March 14th.  At this point in time there will be a determination made by the employment office. 

 

            Mr. Mason has a response made to the offer that was made last month regarding his pay increase for doing water as well as sewer.  He considered the offer that was made a slap in the face.  Whatever he does has a lot of responsibility included with it.  He’s here to protect the Village of Winslow.  He spends at least 4-5 hours on Saturdays plus what he does during the week. 

 

            Two options were given to Mr. Mason.  One was a certain amount every month.  Another option was to give up front the higher amount, but then it gradually decreases as the responsibility transfers.  Mr. Mason agreed to the certain amount every month.   Mrs. McPhillips motioned and Mr. Hastings seconded the motion to pay Mr. Mason an additional amount of $250 to cover the responsibilities of the water system.

 

            A motion was made by Mr. Hastings  and seconded by  Mrs. McPhillips to approve the bills.  Roll call was made.  All were in favor.  Motion carried.

 

Mr. Croup adjourned the meeting at 9:15 PM.
