Village Board Meeting
The Winslow Village Board met in regular session on
Members
Present: Mrs. Graham, Mrs.
Stark, Mrs. Wire, Mr. Diffenderfer, Mr. Hastings,
Ms. Hook, Mr. Croup
Others
Present: Bev Mc
Phillips, Dawn Sweeney, Denny Bunker,
Steve Solace, Mark Broderick, JR Temperly,
Al and Phyllis Broge, Don Kaufman
A motion was made by Mr.
Diffenderfer and seconded by Mr. Hastings to have Mrs. Beverly McPhillips take
the position of Village Trustee left vacant by Mr. Croup. All were in favor. Motion carried.
Mrs. McPhillips went to the Illinois
Tax Increment Association Spring Conference regarding TIF. A book regarding TIF has been brought back
for review. What was thought to be a
free conference turned out to cost $185.00.
Audience Participation: Mr. Croup asked the participants if it would
be better if we hear what the audience has to say at the beginning of the meeting
instead of at the end of the meeting.
Mrs. Stark motioned that audience participation be held first instead of
last. Mrs. Graham seconded it. All were in favor. Motion carried.
COMMUNICATIONS:
The new contract for Mediacom is
here. However, there seems to be a little confusion on the fee. Contract was
for $70.50, now it is $50.00. When
questioned, Mediacom came back with $80.00.
$80.00 is good but Mr. Croup thinks he can get a better deal. No contract has been sent in yet.
STREETS,
ALLEYS, BRIDGES, AND SIDEWALKS:

Mrs. Stark will be surveying streets
and sidewalks to see what improvements are necessary. She will bring back suggestions at the next
meeting. The bridge repair was also
mentioned. A discussion was made on
putting tubes in the bridge. Mr. Croup
has some information and will furnish it to Mrs. Stark as soon as possible.
PUBLIC
PROPERTY, WATER AND SEWER:
The Women’s Club has offered to replace the kitchen floor in
the
GMJ Painting bid for the
The Website renewal is due. Renewal for one year is $35.00 whereas if a
renewal is done for 5 years, price is only $19.00 per year. Mrs. Stark motioned that the website be
renewed for 5 years at $19.00 per year or $95.00 and Mrs. Mc Phillips seconded
it. Roll call vote was taken:

The fire chief asked if we would
store their tables in the
The Fire Department also wanted to
store their old pumper in the building for 4-5 months while trying to sell
it. Mr. Hastings motioned that they be
allowed to store the old pumper in the
The Fire Department will also be
flushing the fire hydrants on May 24th at
The manhole at Mr. Diffenderfer’s
house is about 5’ deep. The hill is
being re-graded. The manhole will need
another ring added to it. Mr. Diffenderfer
will get details and bring back to the next meeting.
Property owned by Art Stitzer on the
hill has a water bill against the people who lived there prior to Mr. Stitzer’s
purchase. He does not feel he is
obligated to pay the water bill. A lien
was not placed against the property for the water bill.
A motion was made by Mrs. McPhillips that Mr. Stitzer not be
responsible for the water bill and turn
the water on the property. Mr.
Diffenderfer seconded the motion. All
were in favor. Motion carried.
Mr. Stitzer’s property also goes over the cliff and down
into Paradise Cove. He would like to
deed that part of the property to the Village before he sells the home. Art Stitzer to be contacted for further
discussion regarding property being surveyed, etc.
Mr. Broge suggested that the two
electric meters in back of the Museum be changed to one only. It was mentioned that nothing is paid on them
so Mr. Hastings is checking it out.

ordinance book. This needs to be discussed
with Mark Zaleski. Don Visel will help to devise a new book. It was decided to work further on it.
HEALTH,
WELFARE AND POLICE:
It was mentioned that there are rats
by the manure pile that is accumulating again at one of the residences. Don Visel should confront the owner and have
it cleaned up again. Some research will
be done as to whether this is covered on the Nuisance Ordinance.
Richard Fuchs is interested in
becoming certified for Mosquito Control.
We were asked to be supportive when he decides to go for certification.
There was concern about all the kids
on bikes after dark. All that can be
done is talk with the parents and get some rules established. Some mention was made to revitalize the “Neighborhood
Watch”.
FINANCE
AND APPROPRIATIONS
Motion was made and seconded to
reimburse Mrs. Mc Phillips for the $185.00 she had to pay for the Seminar she
went to on the TIF Project. Roll call
vote was taken.

Diffenderfer, Mrs. Mc Phillips, Mr. Hastings.

were in favor. Motion was carried.
Mr. Croup said that the computer
needs a new printer. He can purchase one
at Wal Mart for $30.00. Mr. Diffenderfer motioned that we pay the
$30.00 for a new printer. Mr. Hastings
seconded the motion. Roll call vote was
taken.

PERMITS
AND LICENSE:
Davey’s Riverside Inn, Ed’s Bar and
Grill, and Boco Mini Mart have submitted their liquor license fees.
OTHER
BUSINESS:
Mr. Croup stated that he wanted a
Mission Statement. He would like all of
us to think of something. He wants
input.
Paradise Cove will have
entertainment on September 21st.
There will be Music in the Cove by Glenda Linderman
and the Country Aires at a price of $390.00.
The Motion was made by Mrs. Graham that we pay for the entertainment for
September 21st in Paradise Cove provided by Country Aires – Glenda Lindeman band of

Tami Etheridge was appointed to the
Planning Commission Zoning Board of Review, position vacated by Mike
Croup.
The Village flag is in rugged
shape. We should replace by Memorial
Day. There is a flag burning ceremony on
June 16th in Orangeville. Richard Fuchs working
on getting a new flag with Laverne Schneider.
Mr. Croup will talk to Mr. Fuchs and get details.
There is a membership drive going on
at the
John Ammon has three books he has
developed for the Paradise Cove. He’s
willing to let us have them for $60.00 total.
Motion was made by Mrs. McPhillips to pay Mr. Ammon for the three books,
Mr. Hastings seconded the motion. Roll
call vote was taken.

It was moved to approve bills as
follows: General Fund: $8,122.50; Water and Sewer Fund - $3813.84;
Econ Development – Revolving Loan Fund - $36.94; WW-SS Bond Reserve Fund -
$1619.18. Roll call vote was taken.
