Village Board Meeting

 

 

 

The Winslow Village Board met in regular session on Wednesday, October 14, 2004,  at 7:00 PM. at the Village Hall.  The meeting was called to order by Mr.Croup.  The roll call went as follows:

Members Present:                Mrs. Graham, Mr. Hastings,  Ms. Hook,  Mrs. Stark, Mrs. Mc Phillips, Mr. Diffenderfer

Members Absent:                 Mrs. Wire

Present:                                  Denny Bunker, Don Visel, Marlin Mason, John Ammon, Al Broge

 

            A motion was made by Mrs. Graham and seconded by Mr. Hastings to approve the minutes of the last meeting.  All were in favor.  Motion carried.   

 

            A motion was made by Mr. Diffenderfer and seconded by Mrs. Graham to approve the financial report.  All were in favor.  Motion carried.

 

AUDIENCE PARTICIPATION:

 

            Per Mr. Visel, bought an inverter and also bought a 100 foot tape measure for the squad car.  Also towed vehicle away by 280 Carver Street.   

 

            Per Mr. Mason, had a sump pump go out in station.  Total to repair per PDC is $650 for repair or $1250 to replace it.   Elsewhere it can be $350.  Also, generator panel is in.  Was completed back in August.

 

            Mr. Ammon has limitations regarding the purchase of his property.  He wants an answer now.  His offer is $3500 per acre offered to expire on November 15, 2004.  After that the offer is $4000 per acre from November 16 to December 31, 2004.  After that it goes up to $5000 per acre starting January 1 to January 31, 2005.  As of February 1, 2005 the land will no longer be available.

 

           

 

STREETS, ALLEYS, BRIDGES AND SIDEWALKS:

 

            There is a sidewalk for Thompsons that needs repair, 259 Carver Street or a total of 34 square foot or $327.00.  Roll call was made.  All were in favor.  Motion carried.

 

            There will be a joint review board meeting shortly to review the TIF.

 

 

PUBLIC PROPERTY, WATER AND SEWER:

 

            The property next to the retaining wall at Grace Bible Church is owned by the trust of Geo. Welt.  The Church is waiting for a decision from the Board on whether we would be willing to help pay for the easement which is deteriorating by the back door.  How would we like to proceed?  General consensus is that we would share the cost.  Mrs. Stark motioned and Mrs. Graham seconded that the Board provide the sum of $1500 to help with the easement.  Roll call was made.  All were in favor.  Motion carried.

 

            Village truck – estimate to repair the truck was $1,250.00.  Mrs. Mc Phillips motioned and seconded by Mrs. Stark to approve the repair by Ricky D’s.  Roll call was made.  All were in favor.  Motion carried.

 

             

HEALTH, WELFARE AND POLICE:

            Fred from the Lena Police runs the K-9 unit in Lena.  They are interested in working with the dog in Winslow if the need arises, basically for narcotics.  Flat fee would be $500 per year plus Fred’s time with comparable pay to the Village Marshal.  The consensus is to wait another month so that some questions can be answered, such as flat fee, discussions with Lena, etc.

 

            Mr. Visel has been working a lot of hours lately.  There has been some trouble with some kids lately and the fact that they are burning. 

 

            Garbage truck nuisance was thought to have been taken care of.  For a few weeks they came at 6 and 7.  Then the last two weeks it was back to 3 am.  Mr. Diffenderfer will check again.

 

            Park District water problem was tabled at this time.

 

            L & S Gas tabled Village Hall furnace awaiting an inspection.

 

            Has anyone been able to locate a replacement for Dawn?  If not, we need to place an ad.  Are there any other suggestions?  It has to be someone in the Township limits.  Mrs. Graham made a motion and it was seconded by Mr. Diffenderfer to place an ad to try to find a replacement for our outgoing treasurer.  Roll call was made.  All were in favor.  Motion carried.  Mr. Diffenderfer will also ask Mrs. Daughenbaugh as well.

 

            Letter was sent on October 7th to Vic Sparton regarding the TIF and as of today there has been no reply.    Mr. Cox has stated that he has talked to a few developers and one is very interested.  Right now the Winslow Development Group needs to get involved but there were some questions as to the financial responsibility. 

 

            Mr. Croup will fax Mr. Cox and let him know that we are going to take a look at this interested developer and that we have a new deadline.  Hopefully the developer can get down here right away.

 

            Mr. Croup is appointing an Ordinance Commission headed by Mr. Diffenderfer.  The ordinance book has to be complete.

 

           

FINANCE AND APPROPRIATIONS:

 

 

PERMITS AND LICENSE:

 

            Mrs. Graham would like a motion to approve a liquor license for the Winslow Fire Department for November 6th.  Mrs. Stark motioned and Mrs. Mc Phillips seconded.  All were in favor.  Motion carried.

                                   

OTHER BUSINESS:

 

            Trick or Treat hours are set for 5:00 to 7:00 pm on Saturday, October 30, 2004.  The Park District and Womens Club will be at 7:00.  

 

            A motion was made by Mrs. McPhillips and seconded by Mr. Hastings to approve the bills with the exceptions.  Roll call was made.  All were in favor.  Motion carried.

 

Mr. Croup adjourned the meeting at 10:20 PM.
